We recommend that the Government publish an overview of the scale and nature of its future relationship with industry to clarify the mechanisms it will use for investing in commercial innovation. This overview should set out principles by which the Government will seek to support businesses, particularly SME’s experiencing rapid growth. Further, the Treasury should set out its plans—as a co-owner of the new Plan for Growth—for modernising government procurement rules in the future.
