Review into the North Hyde Substation outage: terms of reference

Terms of Reference for the review into the incident at North Hyde Substation and the associated disruption at Heathrow Airport.

The Energy Secretary has commissioned the independent National Energy System Operator (NESO) to investigate the power outage that affected Heathrow Airport and the surrounding area.

The review will focus on 3 main areas:

  • resilience of energy infrastructure
  • response and restoration of energy infrastructure
  • enhancing the resilience of critical infrastructure to energy disruption

NESO will report on initial findings within 6 weeks and provide a final report by the end of June 2025.
