Railways high level output specification 2022
What the Secretary of State for Transport wants the railway to achieve during control period 7 (2024 to 2029).
This is the high-level output specification (HLOS) for railway control period 7 (April 2024 to March 2029). It sets out for the Office of Rail and Road (ORR) and for the rail industry what the Secretary of State for Transport wants to be achieved by railway activities during control period 7. It includes an initial statement of funds available (SoFA) which outlines the government’s initial view of the funding required to support these activities.
The HLOS is a statutory requirement introduced by the Railways Act 2005.
The 2017 HLOS is also available, which sets out what the Secretary of State wants to be achieved by rail activities during railway control period 6 (April 2019 to March 2024).
