Independent Commission for Aid Impact (ICAI) review: terms of reference

The Independent Commission for Aid Impact (ICAI) is an advisory non-departmental public body (NDPB). Established in 2011, it:

  • carries out a small number of well-prioritised, well-evidenced, credible, thematic reviews on strategic issues faced by the UK government’s aid spending
  • informs and supports Parliament in its role of holding the UK government to account
  • ensures its work is made available to the public

On 29 August 2020 the Foreign Secretary announced that he wanted to strengthen the role of the ICAI and commissioned a review to begin this autumn. The review will not assess ICAI’s status as a non-departmental public body.
