In November 2016 the West Coast Partnership franchise was announced which includes Intercity West Coast rail and HS2 services. The responses for this consultation will assist our specification for the West Coast Partnership.

The Department for Transport (DfT) is seeking views on the future of rail services, stations and other supporting services provided in the new InterCity West Coast (ICWC) franchise. We welcome views from:

  • passengers
  • rail industry employees
  • communities
  • businesses
  • rail groups
  • local authorities
  • local enterprise partnerships
  • devolved administrations
  • unions
  • other organisations

We welcome your views on all aspects of the rail service so we can ensure the new franchise delivers the best possible railway for passengers, communities and businesses.

Background on the InterCity West Coast rail franchise

The ICWC franchise operates long distance high-speed services, primarily on the West Coast Main Line between London, Birmingham, Manchester, Liverpool, North Wales, Glasgow and Edinburgh.

The franchise runs through the London North Western, Wales and Scotland routes.

Public consultation events

We have organised a series of public events during May, June and July for people to come along to speak to the project team about the consultation and ask any questions to help inform their response.

These will be held at train stations on the following dates:.

Stakeholder consultation events

Separate events will be arranged so that stakeholders can meet, express views and discuss the consultation ahead of submitting formal responses. The stakeholder events are aimed at:

  • local authorities
  • local enterprise partnerships
  • local business and commerce representatives
  • local transport groups, rail groups and partnerships
