As part of the 2018 periodic review of Network Rail, we are reviewing:
- how the charges operators pay to access the rail network are calculated
- Network Rail’s charging framework for control period 6
The framework changes include:
- removing the capacity charge and coal spillage charge
- merging the 2 existing freight mark-ups
and will prioritise reforms to charges that recover some of the fixed rail network running costs.
