In the interest of passengers and to enable continuous improvement, the Department for Transport (DfT) believes it is appropriate to keep the penalty fares system under review.

DfT is consulting on a number of administrative changes to the process which applies if a rail passenger decides to appeal against a penalty fare they have been issued.

The consultation does not propose to change the amount of the penalty fare but will help ministers make informed decisions on what steps to take forward.
