Environmental permitting: changes to H2 energy efficiency guidance

Seeking views on draft guidance on how to comply with cost-benefit assessments. This is for operators of combustion and energy from waste plants.

We want to know what you think about our draft guidance for combustion and energy from waste plants (with a thermal input of 20 MW or more). It is guidance on carrying out cost-benefit assessments of opportunities for combined heat and power or recovery of heat from industrial processes.

Have we specified the right approach to carrying out the cost-benefit assessment, and included the right parameters and values?

This is in line with the requirements of Article 14 (5-8) of the Energy Efficiency Directive which we expect to be implemented by an amendment to the Environmental Permitting Regulations 2010.
