The High Speed Rail (London - West Midlands) Bill, which is being promoted by the Secretary of State for Transport, seeks the powers needed to construct and operate Phase One of HS2.

To assist the House of Commons in giving the HS2 Phase One Bill its third reading, this overview sets out the main reasons and considerations upon which Parliament is invited to give consent to the project to be authorised by the bill. The overview also details the main measures to avoid, reduce, and if possible, offset the major adverse effects of the project.
