This prospectus contains a number of proposals for improving rail passenger services in London and the south east.

It is proposed that a new working partnership is formed to provide strategic direction for the specification and management of rail services. The partnership would consist of:

  • Department for Transport
  • Transport for London

It will work closely with local authorities, local enterprise partnerships and other local and regional bodies. This partnership has been proposed to provide:

  • more frequent rail services
  • better rail interchanges
  • increased rail capacity
  • greater reliability of rail services
  • high standards of customer service
