Social Housing Tenant Service Charges

The Leasehold and Freehold Reform Act 2024 (‘the Act’) introduces a range of measures to improve home ownership for millions of leaseholders in England and Wales, including increasing the transparency of fixed and variable service charges. On 4 July 2025, the government published a consultation seeking views on how to implement these new requirements through secondary legislation. This consultation also sought views on possible further reform, and Section 3.4 asks a series of questions (Q146 - Q148) regarding the protections offered to leaseholders and tenants with fixed service charges.
