The increased flexibility of the public service remit should be accompanied by a lower threshold for Ofcom to intervene if it considers that a Public Service Broadcaster is failing to meet its remit. The current bar of “serious” is too high. Enabling Ofcom to step in earlier would protect the regime and increase public confidence that the flexibility of the new remit will not be accompanied by a decline in standards.
