We have often highlighted the various challenges that government faces in delivering cross-departmental initiatives, programmes and strategies. These challenges include measuring and reporting of progress, common data, getting departmental buy- in, and achieving the right balance between central and departmental responsibilities, coordination, leadership and ownership.
