This document is a report on the government’s progress in implementing the Grenfell Tower Inquiry’s Phase 2 recommendations. It also updates on Phase 1 recommendations related to Personal Emergency Evacuation Plans (PEEPs).

This report was published in December 2025. The next report will be the Annual Report to Parliament in February 2026.  

The report contains a summary of progress and wider reforms and updates on each Phase 2 recommendation and Phase 1 recommendations related to PEEPs. The recommendations are grouped thematically using the same themes of the Inquiry:

  • the construction industry
  • fire and rescue services
  • response and recovery
  • vulnerable people and Phase 1 recommendations
