The Review’s Terms of Reference has been updated to reflect current government policy following changes to the Universal Credit Act, and to include additions and clarifications following stakeholder engagement over the summer 2025.

The Department for Work and Pensions (DWP) published the initial Terms of Reference in June 2025.
