Defra is implementing and monitoring delivery of environmental targets established under the Environment Act 2021, including air quality, water quality, and protected sites objectives. The department faces challenges in providing clear regulatory frameworks and performance metrics to multiple regulators (Natural England, Environment Agency) operating across overlapping responsibilities with inconsistent approaches.
These Regulations amend the Biodiversity Gain Site Register Regulations 2024 (S.I. 2024/45, “the 2024 Regulations”) which make provision for and in relation to a register of biodiversity gain sites (“the biodiversity gain site register”).
These Regulations bring into force provisions of the Environment Act 2021 (c. 30) (“the Act”). These are the eleventh commencement regulations made by the Secretary of State under the Act.
These Regulations amend the Producer Responsibility Obligations (Packaging and Packaging Waste) Regulations 2024 (S.I. 2024/1332) (“the 2024 Regulations”).
