The Department for Levelling Up, Housing and Communities is reforming compulsory purchase (CP) compensation processes and mechanisms for capturing land value uplift to fund infrastructure and affordable housing. The reforms focus on improving Section 106 and Community Infrastructure Levy (CIL) mechanisms, analysing Existing Use Values on development sites, and enabling development corporations to use CPOs to assemble fragmented land. Status is active with consultation outcomes published and bills on electricity transmission compensation and compulsory purchase reform under consideration.
