The Ministry of Housing, Communities and Local Government is advancing regional devolution in England through the English Devolution and Community Empowerment Act 2026 and the Devolution (London) Bill. These establish Foundation Strategic Authorities and devolve powers to combined authorities and local areas, including Cornwall, Devon, Torbay, Plymouth, and London, to strengthen local governance and community empowerment.
