Carbon budget and growth delivery plan

Current challenges include delivering emissions reductions in sectors reliant on technologies not yet available at scale, ensuring policy alignment across transport, buildings and infrastructure, and building public confidence through transparent engagement and credible delivery mechanisms rather than ministerial statements alone.
