This white paper sets out comprehensive reforms to policing in England and Wales to enable policing to better deliver for the public.
HM Inspectorate of Constabulary and Fire & Rescue Services and the Home Office are implementing a major policing reform programme under the Crime and Policing Act 2026, including a new national inspection model, abolition of police and crime commissioners, and establishment of a National Centre of Policing. The reform shifts from a light-touch to a more rigorous performance framework and is expected to take effect from 2026–27.
