Police Covenant Implementation

The Police Covenant Implementation tracks the Home Office's progress in delivering commitments to police forces and officers, including efficiency gains, system standardisation, and better use of resources. Recent focus includes implementing recommendations from the 2023 Policing Productivity Review (targeting 38 million hours of police time savings), managing BlueLight Commercial procurement services, and addressing inefficient use of warranted officers in administrative roles. The scheme is active with ongoing monitoring of whether initiatives like the Centre for Police Productivity and the Police Efficiency and Collaboration Programme are delivering intended value for money.

The evidence available to help us understand how well the Covenant is working is currently very fragmented. This makes recognising success, learning lessons and holding organisations to account difficult. The Minister told us there were ‘plans afoot’ to create structures that can improve Government’s understanding of how well the Covenant is working. (Conclusion, Paragraph 36)

The Right Care Right Person model appears to have been successful in reducing demand on police in Humberside. We recommend that, as it is adopted across the country, the Home Office carefully evaluate the impact of its adoption on both policing time and overall performance, publishing its first findings a year on from the adoption of the National Partnership Agreement.

We recommend the Home Office work with partners to create a mechanism to collect data on staff and officer views on police culture, wellbeing and morale. This would, for example, provide an annual picture on confidence to whistle blow on unacceptable behaviour.

The esteem afforded to police officers should reflect the complexity of skills and knowledge needed to do the job well. Given the Government’s general enthusiasm for degree apprenticeships, and the Home Office’s previous view that the Police Constable Degree Apprenticeship was not deterring officers from applying, we find the rethink in this area surprising.

It is an inevitable part of any complaints system that those whose complaints are not upheld will be discontented. There is none the less a perception that complaints against police officers are unlikely to succeed and that investigations are over- complex, take too long and frequently result in limited action against even officers found to have committed misconduct.

It should be clear that a police officer accused, for example, of mistreating a member of the public or of bullying colleagues or subordinates should be subject, like any other person working in the public service, to investigation and sanction if proven to have done so. Public confidence is undermined if misconduct is not appropriately punished.

The Government’s recent changes to the police complaints and discipline systems were intended to simplify and speed up the process. Nonetheless, the language used to explain systems to members of the public who wish to make complaints remains too complex and too technical: this contributes to public disengagement and lack of confidence in the system. (Paragraph 80) 48 Police Conduct and Complaints
