Police Covenant Implementation

The Police Covenant Implementation tracks the Home Office's progress in delivering commitments to police forces and officers, including efficiency gains, system standardisation, and better use of resources. Recent focus includes implementing recommendations from the 2023 Policing Productivity Review (targeting 38 million hours of police time savings), managing BlueLight Commercial procurement services, and addressing inefficient use of warranted officers in administrative roles. The scheme is active with ongoing monitoring of whether initiatives like the Centre for Police Productivity and the Police Efficiency and Collaboration Programme are delivering intended value for money.

Neighbourhood policing does not simply mean an increased police presence in communities. It has to be accompanied by community engagement where community members are treated as active participants whose concerns are genuinely responded to. Community engagement should, however, not be left to neighbourhood officers. Instead, it is core to the work of all policing with a public-facing role.
