Football Governance Reform

The Department for Digital, Culture, Media & Sport is implementing football governance reform, including the Football Governance Act and associated regulations, to strengthen intervention powers and establish a framework for matches of national significance. The reform addresses broader questions of sports funding alignment across government departments and the need for a unifying national framework to deliver health, community and economic benefits.

Increasing women’s participation in sport depends not only on opportunities to play, but also on visibility and representation. Evidence shows that when women’s sport is regularly broadcast, especially on free‑to‑air TV, girls are more likely to feel inspired and motivated to be active. A dedicated broadcast slot for women’s football would provide consistent coverage, grow audiences and challenge persistent gender stereotypes. (Conclusion, Paragraph 121)

The introduction of IREF remains a great opportunity to increase the pace of the important work that is already underway at football clubs consulting and engaging with their fans. Whilst clubs should be encouraged to exceed fan engagement standards and pursue best practice, this should be underpinned by the backstop of a strong, independent regulatory framework.

The evidence submitted to our inquiry about the performance of National Governing Bodies during the pandemic has been genuinely mixed. Lessons must be learned from the way funding and information was disseminated down to the grassroots during the Covid-19 pandemic. We recommend that Sport England conduct an audit of how National Governing Bodies communicate with their grassroots clubs and develop best practice guidance for all NGBs.
