Rail Regulation and Performance Standards

The Department for Transport and Office of Rail and Road are establishing regulatory frameworks and performance standards for Great Britain Railways (GBR) and the rail network, including passenger service quality, franchise arrangements, and long-term strategic planning. The Railways (Franchises) Bill and related legislation are progressing through Parliament with recommendations to strengthen performance monitoring mechanisms, clarify the Long Term Rail Strategy, and ensure the ORR can effectively enforce passenger interest duties against GBR.
